Applying menu to entire project (newbie question)

I’m not finding how to apply a menu to the entire project in KB, webinars, videos, or forum. How is this done?

Just create a menu application and then add menu items. Next you assign the applications to your menu items. Start your menu application and … voila. If you are a complete newbie then please look at the instruction video’s. Most basic stuff is explained.

Thank you. I see now that defining a menu, and running the project from the menu causes that menu to stay always on the project.
