Bug assigning projects to users

This concerns a bug in the settings->Projects & Users->Users

I log in as Admin
I have user USER1 and he has Project1
I create user NEWUSER1 and assign Project1 to NEWUSER1 !!

I again go to settings->Projects & Users->Users see that NEWUSER1 has application count 0 !!
I would expect it to be 1

Question:
What happens to the projects of USER1 when I delete USER1 ???

Conclusion:
I would expect to be able to delete USER1 and assign PROJECT1 to NEWUSER1 and have application count 1 !! Namely for PROJECT1

So this is a BUG

The count of applications in the Projects & Users is the amount of applications that the user created and the amount that the project has.
