Changes to Theme not applied

I have modified my themes fonts and colors for the form records… both multiple and simple.
When I generate and view locally in dev I don’t see the changes.
Am I doing something wrong. If I switch to a new theme, I can see it change, but if I use my custom theme that I modified it seems to not use the new settings.
Is this a bug or am I doing something wrong? I tried clicking the reload button on the layout page, but still not working.

This is often to do with the browser’s cache - do a CTRL-F5 in the browser to force it to reload without looking at the cache…
