Convert SC8 to SC9 Freeze.

I did set up SC9. All worked. Then I try convert sc8 to sc9 project. It freeze and show below error.
System is Windows Server 2016, PHP7.0.18, IIS10

HTTP Error 500.0 - Internal Server Error
C:\PHP\php-cgi.exe - The FastCGI process exceeded configured request timeout

Update
I try set fastcgi activity time out to 600 but not solve for main project.
by the way I try with small project and it converted.

So Now I try to set more activity time out. I think big projects might take more time?
