[Error] - 2 = chmod: Operation not permitted - How do I fix it ?

I’m getting the following error when generating my apps. How can I fix it ?

This happened after I cleared the cache on my server. This wouldn’t happen with version 8, but does with version 9. It took several hours, but eventually cleared up, I’m not sure if it was that I chmod the files 777 or just time that cleared it up, but it’s cleared up now.
