Why toolbar items show up in another language ? Please fix this

OK, it looks like it is not a bug but rather my SC got screwed up. I wonder if anybody has ever get something like this ?
I suspect that lots of internal issues are caused by SQLite mallfunction. There should be some kind of utility to fix those problems. It is interaction between SC IDE and SQLite and some hard coded PHP values. This really needs a close look because to many people get entire IDE messed up to easily.
