How exactly arrange a form into blocks?

I have tried many ways of organizing my form into four blocks two at the top and two at the bottom of the form, but is is impossible for me to allocate my fields in the block i want it only starts showing the fields sequencially not the way i want, by the way i can’t assign a field the block i want, I can only assign the block i want for the display fields but even with that option at the end it doesn’t work.

Layout/Blocks

block_1: Field Poistion: Below, Organization: Beside, width 50%
block_2: Field Poistion: Below, Organization: Below, width 50%

block_3: Field Poistion: Below, Organization: Beside, width 50%
block_4: Field Poistion: Below, Organization: Below, width 50%

After you created the blocks, then go to ‘Select Fields’ and move the fields to the correct blocks.

Please provide more details about your desired layout if this does not help.
