Hi - how would I translate menu items and new blocks I create?

Maybe, try to create lang variables in Tools/Locales/languages.

Yes, just create a new index, and try to add to your menu the index.

Ex: create in the languages lang_login: Login

And in the field login in your application, just fill with {lang_login}
