Where can I find a updated description of the settings on this screen ?

Not quite sure what you mean. The libraries can be found under tools.
I thought my question is simple. There are 3 Levels in this dropdown list. What are those ?

The settings are public, scriptcase and project. AFAIK if you go to libraries under tools the default libs shown will depend on this value. Only inconsistancy is that at the libs page there’s also user. It is the scope of the library functions you create. Sorry to answer this, I’m not from scriptcase
