After upgrading to a previous version, all responsive menus became unusable.
Only the header appears without any menu items.
The menus from the Scriptcase sample project don’t work either.
When I create a new menu, everything is the same.
In the last two upgrades this has not been fixed.
I just updated to the new version 9.11.011 but the problem still exists.
When I create a menu none of the menu items appear.
It is the same with all previously created menus.
For example, the menus from your example projects don’t work either.
This all started with an update to one of the previous couple of subversions of 9.11
I’ve just had a different situation.
I had a nice responsive menu working well. I recompiled and SC threw some errors (I wasn’t paying much attention to what they were but I hadn’t made any major changes to the app)…
and then all the menu items had vanished from the app, as had all the user menu items as well. (The actual SC app, as well as the rendered page).
Not sure what has happened but I will need to rebuild the whole menu structure again. Not good

I had never even noticed the Applications | Restore Applications option in the menu before.l I wasn’t holding out much hope for this fixing the issue…
… but there was a proper restore history and it worked. 
In my case, neither hide items nor restore application is turned on, it helps. All new menus in all projects previously created and when I create new ones do not work, a menu appears without a single item. It is interesting that the same is the case with the scriptcase sample project, where it also behaves the same way with new menus.
The old menu works for me even when I make it now.
