Rest API Library to implement into SC : How to do?

Hi,
I did find this library php-jira-rest-client with dependencies that probably can put SC be able to “talk” to or with a Jira system.
I’m, for sure, not able to implement it but maybe someone of you skilled guys are good on this. Nobody has did this in past ?
Once imported a library how difficult is to use it into application ?
